I think there is at least one example showing that Google allows app publishers to block Aliendalvik. Have a look at "CBC online banking". Previous versions were working perfectly with Jolla. Last month a new version was released: its only new "feature" is being not Jolla compatible, not available with Yalp. Of course, older version are also blocked by the bank. (this app is only for CBC clients of course, but everyone can install it provided the device isn't Jolla)
