I too face this problem. It seems the reason is google decided to stop access of uncertified devices to the play store. The new version of Play store says the device is uncirtified.

I found a work around in my Aqua Fish. Go to aptoid- which comes pre-installed. Unistall play store from there. It downgrades play store to old version. Now get to play store and update/install the apps you want. Play store will update automatically the next time yoy open it. But you can keep it open to prevent updating.

Not a good solution, but does the job. :)
