Sony's instructions are pretty clear: If the service menu does not say "Bootloader unlock allowed: Yes" then you can't unlock the bootloader (regardless of the "OEM unlock" setting in der developer menu). I'm not aware of any possibility to circumvent this "security feature". I know this sucks (because I also got a locked device from Amazon and had to sent it back), but I'd rather send it back and buy it somewhere else than risking bricking the phone with some obscure "unlock method".
