There's a quickaction for that; https://openrepos.net/content/markkyboy/quickaction-flashlight

Once installed, head to 'Settings/Events view/Quick actions' and enable 'Flashlight'. Then go to 'Settings/Lock screen' and add flashlight shortcut.

Problem is, once flashlight is activated from lockscreen pulley menu, the only way to turn it off is by swiping across then down and selecting the flashlight icon in the quickaction menu, long winded, but it works.

A more rounded solution from Jolla would indeed be better!
