Good point, but I doubt. OTOH Askbot seems to offer an option for mandatory tags, which could be a possible solution for future requests, see: http://askbot.org/en/question/12124/can-i-enforce-that-one-of-a-subset-of-tags-is-always-chosen/

The rest should get a special tag by an admin so we all can successively complement the previously untagged questions.

Sounds like a solution, could be for example automatic untagged -tag added into all questions which are posted without tags?

But then the user would always have to delete at least one tag. I could imagine a basic set of tags which would help to group all questions, requests, bug reports and how-tos, while allowing one additional tag (6 instead of 5).

hmm... would we learn to delete that if it's the only solution currently available? Or maybe the question is, would using one add or reduce the workload of mods and others, regarding retagging? Worth a few comments I guess, cc @eric@chemist

I have to revise the first sentence of my last comment. The problem with a mandatory untagged tag is, that it would have to be there.

@lakutalo So it couldn't be removed by the user writing the question you mean? Not even a possible solution if so :/
