What exactly do the WLAN bars indicate?

Being very close to the AP (a MiFi device) I see normally all 4 bars lit up. For whatever reason this indicator drops sometimes down to 2 bars and my Internet connection stops to work. After about 10-20 seconds I can see the full 4 bars again and my connection is good again. I wonder if this is a problem with the MiFi device, interference from other APs or my Jolla phone. Do the bars indicate signal strength, bit error rate, or anything else?

They do indicate signal strength but there's a bug which causes the signal strength only to update when scan is made with the wlan network interface.

This bug is already fixed and it's included in the upcoming SFOS2.0.
