How to set static WiFi-tether DHCP client IP? In other words I want a client to always get the same IP. Thanks beforehand.

Unfortunately currently this is not possible.

As a workaround you could just use static configuration on your client, eg. ip-address 172.28.172.254, netmask: 255.255.255.0, gw: 172.28.172.1 and dns-server 172.28.172.1.

You hardly ever have more than 200 clients actively on use while tethering, so using .254 should be "safe" choice.
