Going into Notifications view shows only a few notifications especially with the weather. However if you try to scroll down for more notifications then the app drawer is opened, you need to first press show more and then you can scroll. Even then when you reach the bottom of the notification list then the app drawer jumps up once more.

I would get rid of the show more button and keep the list scrollable in default state.

EDIT: Now that I have used SF 2.0 more, I have found out the system is bit more complicated. I am keeping the original text intact and add my observations here:

Notifications can indeed be scrolled, but notifcations are grouped per notification type/application, meaning that if you get 10 (similar) messages you will only see three of them (without pressing show more). If those three messages are long enough (not fitting on one page), you can actually scroll down. And if you have three messages and three emails, you will see all of them and you can scroll (if notifications exceed page size). If you have 10 messages and 10 emails you see three of each (and can possibly scroll).

Now that I have seen notifications grouped by type, I understand the reasoning behind this solution better. You don't want to hide every other types notification behind 100+ notifications from FB etc. As I had only one type of notifications, I thought that was actually happening and you had to press show more to show all notifications.

So notification scrolling works, this seems to be a different kind of issue: If you only have notifications of one type, only three of them with show more button will be shown. It might be that only a third of the notifications panel is filled with notifications, even though you have more of them. I would change the system so that notifications are hidden under "show more" only after they don't fit the screen.

AND I would disable app drawer from popping up when you try to scroll from end of the notifications list :)

So now I have three long notifications visible (long messages) and they don't fit on one page with weather in notifications. So now I can actually scroll those three notifications, but if I want to see more I need to press the button.

That feels unintuitive and inconsistent.

Scrolls fine for me without opening the app drawer.

I second! Especially in the notifications screen the scroll up app grid is not significant. If you need it, you can swipe it up. If you have some scroll for the messages, then it should be all the way! People will often want to check all their notifications by quickly scrolling through, perhaps even flicking, so the scroll should not continue to the app grid wthout explicit swipe.

In the home screen the scroll up is ok and matching the paradigm.
