Apart from cover actions being pretty unusable in 1.1.9.28, I just recognized that the reload action is missing for the webbrowser. Please fix it (and the entire cover action mess).

According to the release notes it's not a bug, but a feature.

Active cover actions limited to one for Browser, Phone, Clock and Mail apps.

With one action I'd rather have it to be reload. It's the cover action I used most frequently before.

Yes it's true, the most important cover action for the browser is definitely the reload action. However, I guess it was removed as a precaution since the likelyhood to trigger it accidentally when trying to maximize the browser from the tile is quite high.

I got my Jolla phone in Dec 2013. Since then, I've never ever used the "new tab" cover action, but I found the "reload" cover action very useful. Sometimes UI designer just have no idea how their products are used. :(
