I don't understand the question ? If it is about android notifications with sound and led. They work if they are in the whitelist. See: https://together.jolla.com/question/109180/feature-request-add-threema-and-textsecure-to-the-chat-application-list/

Others will add a notification to the events view but won't make any sound.

Yes, I believe he means the add-on Coderus made for Android app notifications. I have also wondered, if that is needed any more. Could someone please confirm, if it can be uninstalled ?

Yes coderus' notification app can be deleted. I don't think it even works with the new UI.

If you use the Sailfish IM tone from the Settings Sound and feedback / ambiences then you don't need the app. Android apps will use the generic notification sound.

However, my GF noticed a small glitch in the sound settings. If you set the Chat sound to no sound then for example WhatsApp will use its own tone and channel.it througs media audio, not ringtone.
