Can't install zypper via pkcon

I tried to install zypper using pkcon: pkcon install zypper I have the following error:

File './core/armv7hl/zypper-1.8.3-1.1.36.armv7hl.rpm' not found on medium 'https://releases.jolla.com/releases/1.1.9.28/jolla/armv7hl/'

What can I do?

you can do pkcon refresh before installing something from repos manually :)
