Mobile network switches to roaming even if set to manual

After the 2.0.0.10 update I have observed the following regression.

The Mobile network setting is set to manual and my provider is selected, everything is ok until I travel outside the network area into the neighbour country.

Then the network automatically switches to a network of that country.

The correct behaviour, since manual selection of network was chosen, is to not connect to the roaming network.

This together with the issue: https://together.jolla.com/question/40379/roaming-bug-phone-stays-on-foreign-network/ makes the usage of the phone very unreliable and can cause unnecessary charges (due to calls while on roaming).

Same here on the Xperia X with latest Sailfish OS version 2.1.3.7.

Way to reproduce: - Select your SIM provider manually - move to another country with no SIM provider network signal - the phone changes mode to automatic and connects to foreign network

This is exactly the opposite of what I expect my phone to do. If you select manual you don't want your phone to change the setting as it pleases. I live in a region with strong foreign networks and it costs when the phone switches to another network when you receive a phone call and did not notice the phone is in the roaming network.
