Does the Baseband stay active when SFOS is turned off?

As the title suggests, I'm curious if shutting down SFOS will prevent the modem to communicate with cell towers, or is it necessary to pull the plug and disconnect the battery alltogether?
Specifically on Jolla and JollaC/AquaFish
