Set time for daily account sync?

If you set up an account with sync options (like caldav) you can select an option that the account will sync twice a day. But it seems to me that the sync often is started if I'm not on a good connection to the internet. Is there any known pattern at which time a daily sync will occur or any clue on how to find out?
The best would be to set the preferred time manually (with some command or configuration file), if possible.
