Add support to define for each app LED patterns and notifications

As the title says it, I would like to see the same possibilities on Sailfish as on BB10. I mean the possibility to choose individually for each app which LED patterns and which notification and volume level that I want to define. It really increases the intuitivity of an OS as you already know what app this notification comes from when you hear to it.

Maybe it would be better to exclude Android apps from this possibility in order to promote use of native apps and for the ease of programming.

Seems that BB has done this right! The screenshots do speak for themselves, but maybe you should mention also 1) vibration setting and 2) per-contact-customization in the question / title, because there are several questions requesting e.g. disabling email vibration or customizing vibrations per contact, but this one done properly would cover those also?
