How to read DTMF (numbers what you can write in phone call) from the people on the other side?

It depends on thy type of service you are using.
If it is inband, it is in the audio signal, so in theory you could decode it, though I am not sure if it can be done by the normal end user phone as it means you have to decode some frequencies.
In out of band it is sent as a SIP message and can be terminated by the switch.
As of mobile which I think you imply here it can be both because it could be SIP between carriers.
