notification light's weird behaviour

The notification light does not light up even when you receive a new notification or you missed a call in my intex aquafish !! it does only light up when you either switch on /off the mobile !! is this normal ? also where can i access the notification light controls?
no. in my case it s white when i receive email meassage etc
