Create a Telegram bundleware on Sailfish OS , where Telegram works as an part of the system not some third party application but bots would work as normal application and all would linked to Telegram .

I am somewhat skeptical of this. It would require cooperation with Telegram or it would likely break if Telegram decided to change something. It would also be weird for SailfishOS/Jolla to endorce Telegram as they are advertised as secure (especially Turing phone?) while Telegram is far from secure and doesn't take any kind of critique. TL;DR: No, Telegram is not secure.

I have also gotten the image that Telegram doesn't care about their users or communicating with them especially if they happen to be women receiving unwanted messages all the time. My blog post on the subject.

Personally I would see more future with Matrix / Riot which already have bridges to IRC, Slack, Gitter, Twitter, Telegram (in some form) and they also aim to IoT including replacing GCM with open solution.

It seems to me that it could be integrated a bit better in the system by using telepathy-morse. This would integrate telepathy chat within the stock messaging app (just like we used to do for facebook) now that it supports full message delivery (I understand: getting messages from the server, however didn't test myself).

For the rest of your message I am not sure to understand:

bots would work as normal application

I have not used bots so do not really figure what you mean. Would this be some kind of GUI bindings to specific messages to the bot ? That could be interresting, to have an app generating it's interface programmatically depending on queries/responses exposed by a bot.

Of course telegram could be better integrated for SfOS, but it seems nothing is unpossible thanks to TelegramQt, it's just a matter of packaging/code. At least we can bet it is much easier than integration with Facebook/WhatsApp this is why I prefer Telegram.
