Do you have mobile data turned on, and has location been on constantly since you last had a position? Both will affect it.
In my case I rarely have mobile data on and the phone is not constantly on. I find it can take quite a while to get a fix when I go outside. 15 minutes us typical and half an hour not unusual - perhaps depending on when and where I last used it. My routine now is to run the 'GPSinfo' app as soon as I switch the phone on. Once I get a fix it holds it well and is pretty accurate.
I've never used location in the browser though - only in maps (maep).
A location 5km wrong suggests to me that it's not a gps fix but an estimate based on your mobile connection or nearby wifi APs.
