[Bug] [2.1.2] Missing most keyboards

Description
After updating to SailfishOS 2.1.2.3 my Jolla Tablet is missing the most keyboards (also the german keyboard whereas the system language is set to german) and only shows three available keyboards: the English keyboard and two chinese keyboards in 'Settings > Text input > Keyboards'.
Affected versions and devices
This issue occured after updating to Sailfish OS 2.1.2.3 (from version 2.1.1.26).
This bug is present on my Jolla Tablet. According to other reports it seems that also other devices like the Jolla Phone are affected.
How to reproduce
- Upgrade to SFOS 2.1.2.3
- Navigate to 'Settings > Text input > Keyboards'
- Result: There are only three keyboards available - the English keyboard and two chinese keyboards
Workaround
As a workaround you can execute the following command in the terminal to solve this issue:
pkcon install jolla-keyboard-layout-western
Bug present for me too, tried rebooting, restarting home, selecting active keyboard=[another keyboard], none of these work.
gabriel ( 2017-10-03 13:25:32 +0300 )editI were also affected of this bug after the update to 2.1.2.3. Manually installing jolla-keyboard-layout-western brought the missing german layout back.

Question: How did my tablet differ from yours so I had no problems while you did. Any ideas? patches or keyboard related add-ons that you had installed?
