Reason for sd card not accessible by Android ?

What are the reasons for not allowing Android to access SD card ? It was difficult for me to use only internal. What others are thinking?

If you use search with the word sd-card you will easily find some questions (with answers!)....

At least TotalCommander for Android (http://www.ghisler.com/android.htm) accesses SDcard on my Xperia/SailfishX device. Fennec/Android too (enter /// in the address bar, then navigate).
