Pull down menu sometimes not available in Phone [duplicate]

A few times now, I experienced a situation where I cannot call a contact in Phone because the pull down menu does not respond at all. It does respond in Mail when I go there.

Only after restarting Home screen through Settings / Utilities life goes back to normal.
