How can I add a new Hardware keyboard layout?

Hello,

At Settings -> System -> Text input -> Hardware keyboards -> Active layout there are 19 languages.

How can I add new ones? Is it as easy as a file I can add on-screen keyboards?

And also some shortcuts like Alt+Caps Lock, or while pressing Win key I can write at a different language;

I tried hardware keyboard with XperiaX, and it was amazing!
