On my Jolla phone the on/off button (the little one) has suddenly stopped to work. I can wake up the phone with double tap, that's fine, but how can I turn it off now. And most importantly: how can I turn it back on?

Configuring mce to use volume up or down as power key should allow shutting down via power key menu.
Similarly powering up can be accomplished by plugging charger cable so that device boots to charging mode (aka act-dead). From there the volume key mapped as power key can be used to boot up to ui.

That sounds like a dead micro switch. I have once managed to fix one, but I don't give your phone a bright future...
I'll check my Jolla1 when I get home. Maybe there's hope...
