[bug] Notes are lost if backup is restored before installing Notes app

Steps to reproduce:
- Make backup on device where Notes app is installed and somenotes are created.
- Reset your device. (don't if case "move your backup to another device where Notes app is not installed" is relevant)
- Restore your backup.
- Install Notes app.
- No notes are present in Notes app.
Second time I reset my device and second time I lost my notes.
This time it was on JP1 and SFOS 3.0.2 Oulanka.
First time - JP1,I do not remember what SFOS release it was.
They used to be part of the backups. Did Jolla remove them at some point?

247 ( 2019-03-30 15:06:47 +0300 )editI can confirm, Backed up just yesterday prior to updating. Took a look at the Tarball and there's the Database of Notes
