I am running skype 8.38.0.138 on my sony XA2 w/ sailfish os 3.0.2.8 and I here no sounds when calling from the app. I do not hear the ringing sound when I call someone, nor do I hear their voice. They can hear me fine.

i have the xa2-plus and have sound with skype. have this weekend a communication.
No problem. But i remember that the sound comes from downside speaker and not the one from upside. and should first make the sound louder with sound+.
Binary was the v17B (don't know if the v16 make something different).
Don't if it help you. but anyway something is wrong by the sound.
How do you want to have your sound in your context? soft for intimacy (with upside speaker)? or loud for for all (with downside speaker)?

I guess I would prefer the speaker if I'm using video, but I don't have sound from either the upside, nor the downside side speakers. You mention versions 16 and 17B of the 'binaries' what binaries are you talking about.

There some discussion themes about vendor binaries which have some influence over function and usage between OS and Hardware.
https://together.jolla.com/question/202575/xa2-vendor-bin-16-or-17b/
Is not known if there is an issue with speakers, but might be something.
I just know that te hardware works something good with the v16 or v17b from binaries (a big issue were with the v17 - corrected with the v17b - ). But my interpretation, there is still some small problems with the v17b and v16, don't know which one. Is just a kind of feeling.
Here is some info to upgrade binaries without touching the sfos location:
https://together.jolla.com/question/202731/howto-flash-v17b-vendor-binaries-over-v16-on-xperia-xa2-plus-without-touch-sfos-installation/.
On the other hand, do you know if sfos itself could handle with these sound-parts?
You may call the csd-tool by going under settings app then in "about product" or "about system" (don't i have it in french) then x5 or x7 tap on sfos version, then it starts the tool.
With this you may test different hardware parts, the sound parts too.
You may check your sound parts with it.

Hope i may help you further. And hope just that you haven't an electronic issue too.
