Notifications cannot be removed from transfers

Notifications on the events view are grouped under various subtitles. In the case there was only a Transfers subtitle visible specific notifications couldn't be removed from the view. The conditions to see the bug are as follows:
- The problem is probably very rare and currently can be reproduced with jpg files downloaded from a single website. Unfortunately I cannot share the file. The website is www.santaclausoffice.com
- The problematic files length are 79 characters (if it matters)
- If multiple files are loaded from that site, notifications can not be removed
- If the file is downloaded twice all notifications can be removed
- Tapping the notification opens Transfers list and removes it from events view
- Rebooting the phone helps
- Reloading the same file with a browser from the local folder doesn't show the bug
- If multiple subtitles exist the bug is not appearing
- If some other file is downloaded from differen website, notifications can be removed
Might be hard to see that but if you meet similar... My phone ios Sony Xperia X with the latest Oulanka (3.0.2.8) installed.
EDITED 22.4.2019 to better match a symptom
I have a similar behavior when Android downloads fail. They stay in the notification until a reboot is performed. No way to clean it from the notifications page. Xperia XA2 Plus.
