Czech keyboard does not work on Geminipda and SailfishX

As stated in the subject, if I select Czech layout in hw keyboard settings, I will not get it, but instead the previous (working) selection is still active. For example if I had German keyboard selected previously, it will still type German specific letters even if in the settings I see that Czech is selected.
Just confirmed it stays same under 3.0.3.9
