Offline android GPS don't works without data connection, or don't sees data from GPS receiver

Tested on Jolla 1 with HERE WeGo, Osmand, MapFactor Navigator etc. I know, I can switch phone to "fly mode", but it does not solve anything (sometimes I have to be receiving...). OK, with data or without (fly mode), navi after launch is often in status "Waiting for GPS", while simultaneously running GPSInfo (Sailfish app) shows 5/22 sattelites in use/view and accuracy ~5 m. After half hour, after many attempts, some restarts (GPS, navi, phone...) it succeed and navi works well. Sailfish 1 or 2 worked without problems, Sailfish 3 is unusable in this regard. Thanks for answer.

Thank You, I tested WhoGo Maps some time ago and Here is for me a little bit better. I see that OSM Scout Server has now some problems with Sailfish 3.0.3... https://openrepos.net/content/rinigus/osm-scout-server But Pure Maps, OSM Scout server, Madrana etc... are amazing projects.
