[3.2.1] Android Progress Notifications Trigger Alert Sounds

After upgrading to Sailfish 3.2.1.19, all progress-related Android notifications (such as checking mail in Andriod K-9 mail application) manifest as notification alert sounds (Message and/or Email tone). Previous behavior was that visual progress notification alerts would silently appear, then disappear.

Since these notifications are ethereal and not intended to necessarily alert the user of an activity that requires action or the receipt of a message, these are unnecessary and disruptive. The only workaround would be to silence alerts or disable notifications for an application, but this would disable all notifications/sounds, not just the progress notifications.

Yup, it would be nice to get more adjustments to the notification framework since now I've also faced up that turning WhatsApp Web on triggers notification "WhatsApp web being used" and notification tone every time it's active. However, I don't think this is exactly a bug because this is how it's now implemented. Also, that statement I made doesn't mean it can't / shouldn't be implemented further.

As a workaround for the K-9 Android mail app, I went to Settings -> Account Settings -> Notifications -> Sync Notifications and unchecked the box so that there is no status bar notification when mail is checked. However, many other Android apps still show some sort of status bar alert notification. But at least I'm not getting woken up in the middle of the night anymore :)

Also, just wanted to say thanks for all of Jolla's work - overall a great release and one of the other bugs I reported was fixed/closed in about one day - great job!
