Allow keyboard swipe-down from suggestion bar [released]

Allow closing the keyboard via swipe-down gesture starting from the clipboard/suggestions bar. This makes it more comfortable to close the keyboard (since you can start the gesture from a more natural position) and might reduce confusion a bit. Another point presented in the linked post below is that one is a bit reluctant to perform gestures over the keys area since one doesn't want to accidentally type something.
Should be relatively easy to implement, I believe, but I haven't really dug into the keyboard QML code too much.
