When an application is open and in front and the grace-time is activated (the screen is off but not locked) it is still regarded as active. This means that notifications are ignored and not added to the lock or event screens and the notification sound is only silent or just a click.

The expected behavior is that the application should be handled as "in background" and notifications added to the lock and notifications view and a "normal" notification sound should be played.

In particular, you can miss your SMS when the messages application is open!

Basically the same problem (active to false -> observing to false) affects email, sms and calls too.

Note that the problem exists even without the grace period: When display is dimmed due to inactivity -> it is quite likely that user is not using/looking at the device actively, but notifications are not getting triggered.

We are working on this, but fixes will not make it to update10.
