Settings application has some default favourites on first page, user can organize them and add more:

Is there a way to restore those toggles if they are removed?

Default favourites are switchers for: flight mode, wlan. mobile data and bluetooth. But you can remove and add what you want to the main Settings page. To add shortcuts for some settings: go to System settings, select section (display, usb or any other) tap and hold on it, tap "Add to favourites". Same way you can remove them from favourites. To add switcher: go to System settings, select section (display, usb or any other) tap to enter its page, find a switcher, tap and hold on it, tap "Add to favourites". Example: image description

Is there a way to reorder the icons? I removed wlan then added it so it's now shown as the latest shortcut. I know I can remove/add other shotcuts but maybe there is any other way (a config file?).

I wonder the same thing, but you shouldn't need a config file to reorder them! I think it should be possible to reorder them just as you reorder apps.
