Is the sailfish user interface ready to be installed to Android devices and where can I get it? Is there a list of devices it works on?

Not ready yet AFAIK. They will publish the launcher when it's ready so keep an eye on twitter and any other place jolla publishes news.

That's correct, we are working on it and will share information whenever possible. It will downloadable from jolla.com.
