There could be two cover actions on the Camera app cover:

  1. Camera on (would show in active cover the same that would be shown when the app would be open)
  2. Camera mode (picture or video)

When the camera is on in the active cover, there could be two cover actions on the Camera app cover:

  1. Camera off (back to the normal Camera app active cover)
  2. Take picture or start/stop video

What would be the advantage of being able to take pictures from the small cover? You do not reduce the number of operator steps until you are able to actually take the picture (either you activate the camera within the cover or you open the camera app [including activating the camera] -- one step each) but have less control over your pictures/videos taken.

@jgr Your statement is exact regarding the first part (the first two actions when camera is off), but when the camera is on in app cover, you can do other things with different apps and when on homescreen again you can immediately take pictures or start/stop videos (one step instead of two: activating camera and taking picture).
