No dial tone when calling [duplicate]

When I call someone, there is no dial tone, it's just totally silent. So it's very confusing, I always check if I don't have ended the call inadvertently.

I have this issue since I have the phone (1.0.3.8) and it's still there with the last update (1.0.4.20).

Sometimes the dial tone is present but it's very rare and I can't figure out why. Any idea?
