[feature request] data counter: add warning threshold

There is already a feature request to make the data counter persistent: https://together.jolla.com/question/43231/feature-request-persistent-data-counter/
Once we have persistent data counters, it would help a lot if we could set the monthly limit (usually defined by your contract) and warning thresholds, e.g. 50%, 80%, 90%. As soon as such a threshold is reached, a notification should warn the user.
Especially with roaming I'd like to have a warning every X MBytes of usage with configurable volume X like 10 MBytes sum of send and received.
In Europe you pay 23 cent per MByte at the moment.
