Read the manual of your Bracelet how to get your device to be visible to scans.

my Bracelet's bluetooth is open all the time,it use bluetooth4.0. I can use nexus 5 find it,but not jolla :(

Any url for the device that you have? Have you tried to run hcitool scan from commandline?

If your device is single mode device, then it will not work. If its dual mode device, then it should be backward compatible to earlier BT versions.
