[feature request] Add option to allow user to select how the phone app is started?

Currently the phone app is started directly to show call history.
Instead of starting the phone app to active mode I request to have setting to control the app's start up behavior i.e. allow user to select start of phone app to the inactive state.
This would allow user to have all three cover action to choose and how to operate the phone app.
and make the phone app 'paged'. 3 pages: dialpad, call log, contacts. all just a flick away. (flicking or in-app swipe is easier than pulley menu)
