Video capture fails in android apps [not relevant]

After the latest update, I'm not able to capture videos anymore in the android apps.

For example, whatsapp's own video capture does not work. Taking photos work well, but when I try to capture video, it says that it fails, and after the failure I can't use the camera in the android apps before I restart the android service.

Any workaround for this issue?
