Disable volume button when audio is not active

When using my phone I frequently touch one of the volume buttons without notice. And when I am calling is see a low volume due this. Changing the volume without the audio active is not needed. I think

good point, i would limit this behaviour to locked state if no sound is running. While unlocked i sometimes set volume level prior to starting an app. I do not want to loose that feature!

Normally the volume keys do nothing if the display is off or showing lock screen. Exceptions to the rule include music playback and ongoing phone call.

What seems to be happening is that under some circumstances audio resources do not get released and volume keys can stay active without any visible/audible reason. Internal bug ticket has been filed for this.

The call and application volumes should be separate though, i.e. even though volume keys misfire and adjust the application volume, it should not affect call volume.
