If you know your lockcode you can use recovery menu to fix permanently locked state with factory reset like this:
https://together.jolla.com/question/41823/howto-permanent-device-lock-recover-your-data-onto-sdcard-if-you-know-the-pin/ (unfortunately some firmware version have broken factory reset in recovery menu, so you might be lucky or then you might not, if factory reset from recovery is not working, then you might want to try #jollamobile channel on efnet, people in there might be able to tell how to fix factory reset on recovery menu).
If you don't know your lockcode then you need to return your device to care for reflashing.

I assume your topic is "Permanently locked", meaning that your phone doesn't left you in any more. In Jolla Guide there's an advice to contact care in such cases.
