actually jolla should test the os for every pre-update to ensure good usage of the os to the sailors....
they must use it as a regular device. and use all the features. they'll come to know the bigs and fix it then and there..

And you know that they don't use it themselves?
A pre-release / beta / whatever you want to call it of a software product is by it's very nature not going to be 100% stable and without bugs. It's not ready and meant for mass consumption, but released to get feedback from a larger group of users than just the devs themselves - hence the opt-in nature of the 1.1.0.38 update.
At least that's how it ought to be.

From my experience, Jolla has been taken internal testing very serious - which also is causing delays with update Nr 9 (and that's good this way),
