I just ordered the tablet some hours ago. The deal with the combo package sounds nice, but what about payment. When I try to order the additional package Paypal tells me to pay the whole price. Are they going to pay the money for the first purchase back? How long will this take?

Just order the phone perk, which is only available for tabet buyer, you then only need to pay the phone price. Edit: It's called Combo Upgrade, I think that's what you're searching for.

Yep, that is what for my works also. I bought the tablet two weeks ago and a "spare" phone today.
