[request]Location settings page should enable "Faster position fix" even if GPS is turned off

this is a minor request - more a convenience than anything else.

when I am in the Location settings page, there are 2 controls there: 1. Location 2. Faster position fix

However, item #2 is disabled until #1 is enabled.

May I request that you can enable / disable item #2 independently of item #1?

Well item #2 has no use unless the first one is enabled.

Location enables/disables the GPS use for apps. the faster fix option is to enable AGPS with here for faster location finding.

So if 1 is disabled. 2 is too. So I don't see the use.

if i want to enable #2 only so that next time when i use #1, it will have faster location fix i then have to enable #1, then enable #2, then disable #1.

it's a minor annoyance on my part anyway
