(REQUEST) Different sync cycles for WIFI and Data [duplicate]

Without a flat rate on my data plan I'd like to keep data consumption low. On wifi I'd like to update within a reasonable time frame. So at the moment I have my sync updates (for e.g. mail, CalDav, weather,...) set to a higher refresh rate and the data to off. So once I'm remote I need to switch data on and off for just what I need.
I'd like to see a feature where I can set different refresh for both wifi and data. For example set my refresh on wifi to "every 15 min" and refresh on data to "2 times / day". This would still keep me updated, but also keep my dat consumption low.
Especially with OwnCloud I see an effect, that the phone looks for the server (which is only available at home) when I'm remote every few minutes. This could be avoided as well.
