Why, sometimes, do internet images not show as downloaded until I do a hard reboot?

Ambiguity (update): The image failed to arrive in the Gallery so I closed and restarted the browser. Then the download notifications came and the images appeared in the (restarted) Gallery.

Original post: When browsing if I find an image I like I try to save the image to the Gallery (~/Pictures), but the file does not always arrive. This is an unreported download failure. After a hard power cycle the image appears where it should have, and the download message displays a short while on my screen edge. This happened in previous versions but my image download habits do not include checking the download occurred every time. However, this time it did, because I wanted the Firefox context menu in its more recent release, to show what I'd meant for another Question I raised on tjc elsewhere, a while ago, about pulley menu icons.

Please add feedback to remind a user their download failed, even where retries occur in the background, or otherwise fix the silent occasional download failure bug of which this post describes some symptoms.
