[feature-request] Permission for apps to autostart from boot and run on background

Some application are useful if they run from boot.

1. Give permissions to apps such that they run from boot, and also user has a privilege to disable them from boot.
2. Similarly allow user to choose which apps to run on background.It helps in battery conservation and unnecessary triggering of notifications .
