Why isn't sailfish open source? [duplicate]

I am a huge fan of open source software. Sailfish os is based on open source technologies (linux, mer) but the applications seem to be proprietary. Jolla company itself has different principles and they seem to be not into maximizing profit by all means. Jolla seems to like the idea of community and freedom but closed source software is against both. Even if we forget about the ethics. Jolla is not a huge company and can't afford to be like microsoft or apple to hire hundreds of developers. Open source seems to be the best and fastest way to improve sailfish OS.

What is the reason sailfish os is not completely open?
