But in general a standard (from nokia) to use the jolla phone as a external modem to script specific phone tasks (initiate call, send sms etc..).

Like incorporating a jolla phone to a nagios installation, when a critical issue is raised, icinga via eventhandlers calls a script which using gnokii as middlehand uses the jolla phone to call or sms the on duty personel. (a static call higher probability to wake up rather than sms:) )

Very good request even though probably not really useful for a vast majority of users. Also having a EUR399 smartphone laying around connected to a machine to provide notification does not seem to be valuable. A rather old Nokia phone (we use a 6310 in my company for very similar purpose) will do the same job for you at a fraction of price.

Yes we use the Nokia 6510 but they are not made anymore and sooner or later they will run out. For a company, a phone for €399 is not much when you know what you gain with for example nagios integration Once you have it setup you cant live without it, its a very good alternative to pagerduty.com

Indeed, many companies could afford :)

Looking at the powerful gadgets sold these days I believe once Sailfish is installable on those quad-core beasts with 4GB RAM it would even be quite easy to run the Nagios server itself on them :D

Well it sounds like it needs some HW too. Maybe with some TOH using the i2c it might be doable?

How about a raspberry pi? Perhaps even an arduino with a GSM modem could do the same job.

This should already be doable, just not with FBUS.

The Jolla phone uses ofono for the phone stack and you can talk to it via DBus messages (for details check ofono docs). It is easy enough to hook up the phone in developer mode to your machine and then just execute simple commands on it via SSH. Setting this up shouldn't take longer than an afternoon.
